Paddling without the correct licence on waterways where one is required can result in enforcement action and, in some cases, fines. Fortunately, getting licensed is straightforward and affordable.
Where You’ll Need a Licence
A licence is generally required when paddling on:
Most Canal & River Trust canals.
Many Environment Agency managed rivers.
The Norfolk Broads.
Other managed inland waterways throughout England and Wales.
Where You Don’t Need a Licence
You do not normally need a licence when paddling on:
The sea, including coastal waters and estuaries.
Most waters in Scotland, where different access rights apply.
Most inland waterways in Northern Ireland.
Some rivers with open navigation rights, such as sections of the River Wye.
Always check the local navigation authority before launching, as requirements can vary depending on the location.

Rather than purchasing separate licences for different waterways, many paddlers choose to become members of Paddle UK.
A Paddle UK membership provides access to over 4,500 kilometres of licensed waterways across England and Wales, making it the simplest and most cost-effective option if you paddle regularly. I normally have buy a three year licence.
